Download Instructions: 

Download WinRar (its free): https://www.win-rar.com/start.html?&L=0 

Download the file above (Oblivion.rar). 

With WinRaR installed, right click on the file you just downloaded (Oblivion.rar), and select "Extract here". 

A new folder labelled Oblivion should appear. Click on it and then double click on the file named "Oblivion" or "Oblivion.exe"
